Speedo gear on CB360T

I have managed to break 2 speedo cables on my 1976 CB360T. Not sure if the speedo gear is suppose to free float or be fixed. When I took the wheel off the gear seemed to be fixed but when I mount the wheel I can move the gear although with some effort. thanks for any help
 
It should be compressed against the bearing center by the axle torque and spin WITH the axle, NOT with the wheel....
Once the axle is clamped in the fork slider, it should NOT spin or move at all....You have to position it correctly before you tighten the axle caps...

You are greasing the speedo cables before fitting?
output from speedo gearbox (disc brake) should point slightly down towards road surfaceand be behind fork leg. If you have drum brake, make sure torque arm is fitted properly as too short or too long (basically the wrong part fitted) rotates brake plate to a bad angle
Are they breaking where cable fits into slotted piece?
