New carbs, won’t rev!

Just put a rebuilt set of OEM carbs on my CB350. Started up with choke and has low idle, but any twist of the throttle and it stalls, choke on or off. Had a set of Nibbi’s on it before but they had too many problems. Thoughts? Thanks!

I had a similar problem recently on a customer's CB450. Turned out to be massive vacuum leaks on the intake manifolds. I'd check yours.
