1974 CB360 Back From The Dead

Both my S90 and CB 450 runs in oil so I am pretty sure the 360 does as well. Take the cover off on the center stand to avoid a lot of leakage.
 
Don't use the side stand when stator cover is off, use center stand and even an extra 1" board under the left center stand foot. It's normal, no seal.
 
Came back and took the stator cover off and all the oil from the crank case ran out of it.
Did you remove the round rotor cover or the left crankcase cover? If the former, some oil will run out, so it's good to put a pan underneath or prop as suggested above. If the latter, then most of the oil would be expected to run out.

It sounds like you were expecting no oil on that side of the case, but it's there by design. Be sure to use a fresh gasket if you removed the crankcase cover.

As for the lights, it would probably be easier to narrow in on the culprit with the bike fully together. Is it running the original separate rectifier and regulator? Could be one or both are no good and a modern rec/reg combo could solve the charging issue. You can measure stator resistances by unplugging the connector in front of the battery box, between the carbs. If they check out, you can measure AC output for the same three pairs (W+Y, P+Y, W+P). Those tests will hopefully tell the tale. My experience has been that the original rectifiers and regulators fail more often than the stators and that the rotors can lose magnetism after fifty years. Both my 360 and 450 now have modern rec/reg units, new, high-output rotors, and original stators.

This Is the cover I removed (with Honda logo 3 Philips screws) I have removed it before and found no oil in it at all. This was when I first got the bike and had done a fresh oil change. Thanks for everyone’s help!

That is the cover I thought you were talking about when I replied last night but afterwards after I had gone to bed I thought I should have made the distinction between the small cover or the whole case but @stl360+450 caught that. Hope the problem isn't to hard to locate, I would check connections and grounds first.
 
Was out riding yesterday and noticed my lights getting dim. It was not charging. Came back and took the stator cover off and all the oil from the crank case ran out of it. I’m assuming there’s a seal in there. I didn’t disassemble any further as I didn’t have much time. I figured I’d jump on here and ask if anyone knew where to find that seal? Thanks.
That cover is supposed to be in oil, nothing unusual there. No, all the oil didn't run out, the sump is actually lower than the rotor cover so probably a pint or so lost. When working on timing, valves or cam chain adjustment, slip a block of wood under the left leg of the centerstand to lean it slightly away to reduce oil loss.
