Tube Yay or Nay

I've seen conflicting info on whether or not all or some Comstar wheels are tubeless ready. After removing the old tire there was already a tube installed but in the picture below it looks like a safety bead is present. I'd rather not use a tube unless necessary. Thanks!

I'm not a CB400 guru, but have you seen this thread at HT? The advice there is only go tubeless if the rim is stamped to indicate tubeless or tubeless applicable. It appears that the stamp does appear on some later rims. Do your rims have any such stamp?

You have the inner safety bead ridge so tubeless will be fine.
