No, that's the way they are made and you simply clamp the tubes in the steering stem and top bridge so they're both equal height.I'm getting ready to assemble the front end and noticed there are no stops for the fork tubes in top bridge and they slide through. I thought there would be one.

Yes, you did all that correctly, but what if you'd bought a different bike recently but hadn't mentioned it? It could be a CB/CL250K, a CB/CL/SL350K or a CB/CL/CJ250/360 and would still fit in this category, but we would not know and not all the front forks on each of them are the same.I'm confused. Nope. By the time that’s torqued down it’s plenty. Surprising amount of clamping force between the multiple points.OK

the top hardware on the top bridge is secured with a flat washer and a nut. There is no locking washer or double nut?
Has there been an an issue of the nut vibrating loose? I plan to use blue locktite.

If properly torqued, I've never seen one come loose on its own. This is the order of parts for the required fasteners each side, and hopefully you have a pair of #8 D-shaped special washers that prevent cracking the fork clamp.OK
