High idle and dirty sparks on CL200

Bike odometer only shows 6400 miles. I am not a master mechanic and this bike is new to me so I am not certain what was done before but I am in a journey to getting it to run right.

It was "restored" before i bought it. They used cheap carbs (2 right carbs). Im beginning to wonder if they are even the correct size or if the carb sleeves are the correct size. I have confirmed they are both right sleeves (flat end towards the engine and cut away towards intake leaving the idle speed screw cut out in place for them.) But even with play in the throttle and both idle screws backed out to beginning of threads (i.e. not lifting the carb sleeves at all) it is idling at 3000 rpms and not dieing. Air mixture set to factory 1 1/4 turn out from stop.
I checked/serviced the ignition timing but it's still running rough and bogging down especially in higher gears under load.
I gapped the sparks and have already changed the oil and cleaned the filter. Did the tappets and cam spring adjustment.
Fuel is fresh and appears clean. Carbs have had all internals replaced and only the housing has not been changed.
Im wondering if the wrong (too short) throttle cables were installed (since 3000 rpm with throttle slack and no apparent pinching) and idle screws not interfering with the carb slides.)

I have gapped the plugs but did not change them out.

Thoughts/suggestions what to try next?

Thank you!

What size jets are in those carbs? If they were just ordered online they can fit, but be jetted completely wrong.

Remove the throttle cable from the equation by backing off the cable adjusters at the carb until the cable housing is kind of loosely hanging in there.

Just replaced all the carburetor internal jets from 4into1 and confirmed the proper jets for the CL200.

Replaced fouled spark plugs.

Took the bike for a ride today and idled at three thousand RPMs with idle screws backed entirely out (no lift on carb slides).

Experienced completely lack of power in all gears and completely died on me and made worse WOT. Was able to restart and nurse home by constant on/off throttling in/out of gear. Would completely die if no throttle OR WOT.

New fuel. New and correct carb jets. Confirmed float height and new floats. New plugs. Too rich fuel? Not enough fuel?

Maybe debris is gas tank stirred up by adding more fresh non eth fuel clogging fuel filter or new jets?

Can't find jet needle height recommendations in manual.

Thanks for the read and help

Thank you, guess I was looking for a image of the entire needle and missed this. Swapped the new needles that came with the 4into1 carb rebuild kit and the ones on the bike were not the same size nor had the same number of needle setting slots. But now can't get it to turn over at all. Would not be surprised at all to learn that the off brand slides with the off brand chokes wont work work without thier needles...

After reading this thread and not hearing the engine run, are you certain it's running on both cylinders? Based on your description of low power level, it makes me wonder.
