Hanging idle, options please.

Yes I know there are many threads generally, I just wanted an opinion.

If I stop the bike, bike in neutral and rev the engine, the revs drop quick enough for me to be happy.
But, if I’m riding above 30 mph, pull in the clutch, roll off the throttle, the revs stay where they were before I pulled the clutch, virtually no drop. More or less the same in any gear.

Now whilst I cannot guarantee the advance springs are perfect, the mechanism looks very clean, the springs don’t feel floppy, all lubed etc.
My plug colour looks good, so I don’t want to go any richer on the mixture screw; I could…

As the bike starts well and I have a good tickover when warm, actually good when cold too, I don’t want to start fiddling with the springs.
If I can find a S/H advancer, then fine, I’ll fiddle away.

The fact that in neutral, there is no high idle, this confuses me. Happy to listen to suggestions.

New clutch.
Valve clearances all good.
Static timing spot on.
Standard air filters.
Sprayed the inlet rubbers
My clutch cable is not routed between the carbs.
