73 CL175 Jet sizing help and carburetor questions

I replaced the paper in my airfilters with filter foam and got the bike running, but would not idle well. Had to keep idle speed up to 2k to keep it running. Spark plugs were black and a little sooty.
I have right carburetor off and dissambled right now, but am questioning jetting. The numbers stamped on the jets are correct (main 60, pilot 38) but no manufactures mark.
I have had aftermarket jets in the past where the stamped # was not the actual size.
The #60 measures .035" and the #38 measures .014"
I'm having trouble finding a Keihin # to inch chart to confirm these measurements.

Anyone have that chart?
Does mixture screw regulate fuel or air?
Is there a way to check carburetor syncrozination using a vacuum sync gage?

FSM states 90 main 38 pilot for CL 175
 
Yes, it looks like 90 is correct. My aging eyes mistakenly read it as 60.
