How Does This Rack Mount?

Anyone familiar with this type of rack and how it mounts? Seller says it's for a CM400, and it has a long metal arm with two holes, a clamp, and two long bolts. Would the 'bumper' need to be removed? I almost think the two hole in the tab on the rack use the clamp to attach to the bumper.

Looking at the fiche for the rear fender and grab rail (which apparently they call the bumper), if I had to guess I'd say the forward arms with full-circle bolt holes go where the bolts go through the grab rail on the sides (#11) and there was probably a u-bolt type clamp that went around the upper rear of the grab rail through that short tab sticking down with 2 holes in it
